Harlow and Gilston Garden Town (HGGT) is a partnership between five local authorities, created to deliver major growth and regeneration across Harlow and its surrounding areas.
The Garden Town will deliver 16,000 new homes over the next nine years, across new neighbourhoods at Water Lane, Latton Priory, East of Harlow, and seven villages in Gilston. Alongside this, Harlow town centre will be renewed, including a new Arts & Cultural Quarter, a revitalised Broad Walk, and an upgraded bus station.
It will also see regeneration of Harlow’s town centre, with ambitious plans that will bring forward a new Arts & Cultural Quarter alongside a redeveloped Broad Walk area and upgraded bus station.
Formally designated by Government in 2017, HGGT is led by a unique public-sector partnership: East Herts, Epping Forest, Essex County, Harlow, and Hertfordshire councils.
The vision follows longstanding Garden Town principles: well-designed neighbourhoods, green and open spaces, and communities that support healthy, sustainable living.
HGGT works closely with residents, landowners and developers to ensure growth reflects these values — from environmental stewardship and new homes to connected places where learning, culture, health, wellbeing and a vibrant Harlow town centre all support a thriving future community.

Harlow & Gilston Garden Town (HGGT) is a long-term plan to provide new homes, jobs and community facilities in and around Harlow. It brings together several neighbouring councils to coordinate new neighbourhoods, transport links, green spaces and infrastructure in a joined-up way.
The aim is to create well-designed places with good access to schools, healthcare, shops, parks and public transport, rather than piecemeal development.
New development will generate more trips, so transport is a key part of the proposals. The Garden Town partners are planning upgrades to main junctions and new walking, cycling and public transport routes to reduce reliance on the car.
Detailed transport assessments will accompany planning applications. These must demonstrate how congestion will be managed and what improvements developers will fund before permission is granted.
The Garden Town approach is to plan homes and facilities together. New neighbourhoods are expected to include schools, local centres with everyday shops, health and community facilities, as well as parks and play spaces.
The exact mix and timing of facilities will be agreed through the planning process, with developer contributions helping to fund new schools, healthcare and community infrastructure.
A key Garden Town principle is that development should sit within a strong network of green and blue spaces. This includes country parks, green corridors, habitat areas, play spaces and routes for walking and cycling.
Environmental assessments will look at wildlife, trees, landscape and flood risk. Proposals will be expected to avoid harm where possible and provide biodiversity and climate benefits where new development takes place.
There will be several stages of consultation as plans progress. These may include online surveys, public exhibitions, workshops and formal consultations on planning applications and policy documents.

Garden Town projects are delivered over many years. Some sites may come forward earlier than others, and each will need planning permission before construction can start.
Timelines for individual sites will be shared as part of their planning applications and updates will be provided on this website once key milestones are reached.
